New Bill Targets Farm Worker Shortages

Agricultural employers continue to face ongoing workforce challenges as labor shortages affect farms across many regions and production sectors. With limited domestic interest in agricultural jobs, many operations depend on the H-2A visa program to fill open positions.

The Securing Agriculture’s Workforce Act (SAWA) has been introduced as a proposed solution to improve the existing guest worker system. The legislation focuses on reducing labor uncertainty, expanding workforce access, and modernizing program administration.

Farm organizations supporting the proposal say labor expenses have increased significantly in recent years. Costs related to wages, worker housing, transportation, and program administration have added financial pressure to farm businesses.

To help address this issue, SAWA would reform the wage calculation process and introduce measures designed to provide greater cost predictability. The legislation also seeks to reduce unexpected wage adjustments that can affect farm budgets.

The proposal includes updates intended to improve efficiency across government agencies involved in managing the H-2A program. A centralized online system would simplify applications, improve coordination, and reduce delays that can impact farm operations.

A key provision of the bill would expand access beyond traditional seasonal work. Industries with year-round labor requirements, such as dairy, livestock, and certain horticultural operations, could gain access to the program under updated eligibility rules.

Supporters argue that these changes would help strengthen the agricultural workforce, improve farm productivity, and provide greater stability for producers facing labor shortages.
