New Code Update Supports Farm Tourism and Resilience

The Howard County Planning Board has endorsed major zoning updates under Zoning Regulation Amendment 217 (ZRA-217), designed to enhance agribusiness and promote agritourism across the county. The decision reflects the county’s focus on keeping agriculture a strong economic force while creating more flexibility for farm operations.

ZRA-217 supports HoCo By Design, the county’s General Plan that encourages innovation in farming and sustainability. The proposed changes include removing restrictions on shared driveways, relaxing on-site residency requirements, and extending festival event days on holiday weekends. Together, these adjustments open doors for farmers to diversify income through tourism, lodging, and local product ventures.

“Aligning our zoning code with the policy direction provided by HoCo By Design is an important step toward ensuring the long-term vitality of agriculture in Howard County. By updating our zoning framework, we’re giving farmers the flexibility they need to grow, diversify, and adapt in an industry facing both fiscal and environmental challenges,“ said Calvin Ball Howard County Executive.

Local leaders say the update ensures farmers can compete with other Maryland counties offering similar agritourism options. Planning Director Lynda Eisenberg called it a reaffirmation of the county’s agricultural heritage, while Councilmember David Yungmann noted the importance of agritourism for the next generation of producers.

With the Planning Board’s approval, ZRA-217 moves to the County Council for final adoption, paving the way for a more resilient and forward-looking agricultural landscape in Howard County.
