The U.S. Department of Agriculture’s APHIS is reshaping its leadership with several new appointments, set to take effect on July 27, 2025. These appointments bring experienced individuals back to familiar offices, strengthening the agency’s ability to serve the agricultural community.
Ms. Bernadette Juarez returns as Deputy Administrator for Animal Care (AC), a role she previously held from 2016 to 2019. Her recent leadership in Biotechnology Regulatory Services (BRS), along with past roles in enforcement and legal services, positions her to support AC’s priorities effectively.
Dr. Donna Lalli will lead BRS as Deputy Administrator, having started her APHIS career in that office. She has held key roles across the agency, including Wildlife Services and as APHIS Science Advisor. Her scientific expertise and policy experience at the White House ensure continued progress for BRS.
Ms. Sarah Helming will rejoin the Office of the Administrator (OA) as Associate Administrator. She brings extensive experience from previous leadership roles in Animal Care, Emergency and Regulatory Compliance Services, and her time as OA Chief of Staff. Her wide-ranging background enhances collaboration across APHIS programs.
Administrator Mike Watson expressed gratitude for their service and leadership. “These appointments will help ensure continuity, strengthen delivery, and enhance service,” he said.
These leadership changes reflect APHIS’s dedication to maintaining strong, science-based programs while ensuring effective service for U.S. agriculture.
